TOUR OF INSPECTION

Shortly after roll-call the Commission will leave the Council chamber for an on-site Tour of Inspection of all properties listed on the agenda (including those on the Consent Agenda). The tour may include projects previously approved by the City and not on this agenda. Prior to the beginning of the tour, the Commission may eliminate one or more on-site visits. The public is welcome to join the Commission on its tour. The Commission will return to the Council chamber at 3:45 p.m. or as soon thereafter as possible.

Governor Newsom’s Executive Order N-29-20 has allowed local legislative bodies to hold public meetings via teleconference and to make public meetings accessible telephonically or otherwise electronically to all members of the public seeking to observe and to address the local legislative body. Also, see the Order by the Monterey County Public Health Officer issued March 17, 2020. The health and well-being of our residents is the top priority for the City of Carmel-by-the-Sea. To that end, this meeting will be held via teleconference and web-streamed on the City’s website ONLY.

The public can email comments to mwaffle@ci.carmel.ca.us. Comments must be received 24 hours before the meeting in order to be provided to the legislative body. Comments received after that time and up to the beginning of the meeting will be added to the agenda and made part of the record.

PUBLIC APPEARANCES

Members of the public are entitled to speak on matters of municipal concern not on the agenda during Public Appearances. Each person's comments shall be limited to 3 minutes, or as otherwise established by the Commission. Matters not appearing on Commission's agenda will not receive action at this meeting but may be referred to staff for a future meeting. Persons are not required to give their names, but it is helpful for speakers to state their names so that they may be identified in the minutes of the meeting.

UP 20-314 (SEC Ocean & Lincoln): Consideration of a Use Permit amendment (UP 20-314, Dametra Café) to extend the hours of operation to 11 pm for a full-line restaurant located in the Central Commercial (CC) Zoning District. (APN 010-147-013)

 

CEQA Action: Staff recommends the project be found categorically exempt from CEQA pursuant to Section 15301 (Class 1) – Existing Facilities.

DS 20-259 (Dolores 3 NE 11th): Consideration of a Track 1 Design Study Referral (DS 20-259, Jackson) for the installation of a new roof on an existing residence located on Dolores Street, 3 NE of 11th Avenue in the Single-Family Residential (R-1) Zoning District. (APN 010-155-012)

CEQA Action: Staff recommends the project be found categorically exempt from CEQA pursuant to Section 15301 (Existing Facilities).

DS 20-266 (SEC 7th Ave & Dolores): Consideration of a Design Review (DR 20-266, Seventh & Dolores) for a temporary structure and propane storage in the parking lot of the Seventh & Dolores Steakhouse located in the Service Commercial (SC) Zoning District. (APN 010-145-020)

 

CEQA Action: Staff recommends the project be found categorically exempt from CEQA pursuant to Section 15311 (Accessory Structures).

DS 20-125 (SWC 5th & Lincoln): Consideration of a Concept Design Study (DS 20-125, Russey-Hazdovac) and associated Coastal Development Permit for the construction of a new 2-story residence on a vacant lot located at the southwest corner of 5th and Lincoln in the Single-Family Residential (R-1) Zoning District. (APN 010-212-022)

 

CEQA Action: Staff recommends the project be found categorically exempt from CEQA pursuant to Section 15303 (Class 3) – New Construction or Conversion of Small Structures.

DR 20-128 (3080 Rio Road): Consideration of a Design Review (DR 20-128, Carmel Mission) for modifications to the Carmel Mission Basilica Forecourt and Sir Harry Downie Museum located in the Single Family (R-1) Zoning District. (APN 009-531-003)

 

CEQA Action: Staff recommends the project be found categorically exempt from CEQA pursuant to Section 15301 (Existing Facilities) and Section 15331 (Historical Resource Restoration/ Rehabilitation).

DS 20-319 (26162 Ladera Drive): Consideration of a Track 1 Design Study (DS 20-319, Leatherberry) referral to the Planning Commission for the construction of a new driveway gate located in the shared private driveway easement of a flag lot located in the Single-Family, 20,000 square foot minimum lot size (R-1-C-20), Park Overlay (P), and Archaeological Significance (AS) Overlay Zoning Districts.
