THIS MEETING WILL BE HELD VIA TELECONFERENCE AND IN PERSON AT CITY HALL. The public is welcome to attend the meeting in person or remotely via Zoom; however, the meeting will proceed as normal even if there are technical difficulties accessing Zoom. The City will do its best to resolve any technical issues as quickly as possible.

HOW TO OFFER PUBLIC COMMENT: Public comments may be given in person at the meeting, or using the Zoom teleconference module, provided that there is access to Zoom during the meeting. Zoom comments will be taken after the in-person comments. The public can also email comments to bswanson@ci.carmel.ca.us. Comments must be received at least 2 hours before the meeting in order to be provided to the legislative body. Comments received after that time and up to the beginning of the meeting will be made part of the record.

TOUR OF INSPECTION

The Planning Commission will meet and convene the public hearing at the first location listed below on the Tour of Inspection. The public is welcome to join the Commission on its tour. The tour is intended only to give the Commission an opportunity to view project sites scheduled for a public hearing later that day. No deliberations on the merits of projects will take place during the Tour of Inspection. Following completion of the tour, the Commission will recess and return to the Council Chambers to reconvene the public hearing at 4:00 p.m., or as soon thereafter as possible.*

PUBLIC APPEARANCES - Under the Brown Act, public comments for matters on the agenda must relate to that agenda item, and public comments for matters not on the agenda must relate to the subject matter jurisdiction of this legislative body. Hateful, violent, and threatening speech is impermissible public comment, as it disrupts the conduct of the public meeting. This is a warning that if a member of the public attending this meeting remotely violates the Brown Act by failing to comply with these requirements of the Brown Act meeting, that speaker will then be muted.

UP 23-378 (Il Tegamino): Consideration of a Use Permit to convert an existing 215-square-foot retail space, adjacent to Il Tegamino Restaurant, to a restaurant use with no net increase in the number of permitted indoor seats located off Ocean Avenue southwest of Monte Verde Street in the Court of the Golden Bough, Block 74; Lots 5 & 6; APN: 010-201-005-000.

DS 23-273 (Fortune): Consideration of a Final Design Study and associated Coastal Development Permit for the demolition of a 173-square-foot detached garage and construction of an 820-square-foot net addition inclusive of a new 244-square-foot attached garage to an existing 794-square-foot, one-story single-family residence located at Guadalupe Street 3 southeast of 3rd Avenue in the Single-Family Residential (R-1) District. APN: 010-023-014-000.

DR 23-329 (Minnich): Consideration of a Track 1 Design Review Referral for the conversion of a commercial rooftop to an accessible roof top deck for use by residential units. The scope of work includes new roof access, new waterproofing, installation of new railings, and installation of a new parapet cap. The project is located at San Carlos Street 2 northwest of 8th Avenue in the Residential and Limited Commercial (RC) District. APN: 010-145-021-000.

DS 23-160 (Lutz): Consideration of a Combined Concept and Final Design Study and associated Coastal Development Permit for one-story additions totaling 211 square feet to an existing one-story 1,249-square-foot residence, construction of a 235-square-foot detached garage in the front yard setback, and associated site modifications, at the historic "Elizabeth F. Armstrong House," located on Santa Fe Street 4 northwest of 6th Avenue in the Single-Family Residential (R-1) District. APN 010-092-005-000.

DS 23-092 (Brown): Consideration of a Final Design Study and associated Coastal Development Permit for the demolition of more than 50 percent of the exterior walls of a 1,755-square-foot single-story residence on an 8,000-square-foot lot and construction of one- and two-story additions totaling 1,028 square feet located at the southwest corner of Guadalupe Street and 4th Avenue in the Block 45 Specific Plan Area and Single-Family Residential (R-1) District. APN: 010-036-001-000.

DS 21-376 (Mardani): Consideration of a revised Concept Design Study for one-story additions totaling 333 square feet to a one-story, 562-square-foot cottage and construction of a 230-square-foot detached garage in the front yard setback located on Ocean Avenue 4 northeast of Guadalupe Street in the Single-Family Residential (R-1) District. APN: 010-033-011-000.

DS 23-171 (Das): Consideration of a Concept Design Study and Lot Merger for the demolition of an existing 2,301-square-foot one-story, single-family residence with a 479-square-foot attached garage with 464-square-foot second-floor guesthouse, as well as 192 square feet of accessory structures, and construction of a new 2,466-square-foot one-story, single family residence with a 478-square-foot detached garage located at the northeast corner of Sterling Way and Perry Newberry Way in the Single-Family Residential (R-1) District.
