Governor Newsom's Executive Order N-29-20 has allowed local legislative bodies to hold public meetings via teleconference and to make public meetings accessible telephonically or otherwise electronically to all members of the public seeking to observe and to address the local legislative body. Also, see the Order by the Monterey County Health Officer issued March 17, 2020. The health and well-being of our residents is the top priority for the City of Carmel-by-the-Sea. To that end, this meeting will be held via teleconference and web-streamed on the City's website ONLY.

The public can email comments to bswanson@ci.carmel.ca.us. Comments must be received 4 hours before the meeting in order to be provided to the legislative body. Comments received after that time and up to the beginning of the meeting will be added to the agenda and made part of the record.

Shortly after roll-call the Commission will leave the Council chamber for an on-site Tour of Inspection of all properties listed on the agenda (including those on the Consent Agenda). The tour may include projects previously approved by the City and not on this agenda. Prior to the beginning of the tour, the Commission may eliminate one or more on-site visits. The public is welcome to join the Commission on its tour. The Commission will return to the Council chamber at 3:45 p.m. or as soon thereafter as possible.

CEQA Action: Staff recommends the project be found categorically exempt from CEQA pursuant to Section 15307 (Class 7), Actions by Regulatory Agencies for Protection of Natural Resources.

DS 21-004 (Yonekura): Consideration of a Final Design Study and associated Coastal Development Permit for the demolition of an existing carport and 719-square-foot rear portion of an existing one-story residence, and the construction of a 1,073-square-foot, two-story addition at the rear of the residence and a 240-square-foot, detached garage in the front setback of a residence located on Mission, 3 southwest of 13th Avenue in the Single-Family Residential (R-1) Zoning District.(APN: 010-162-002)

 

CEQA Action: Staff recommends that the proposed project be found categorically exempt from CEQA requirements, pursuant to Section 15303 (Class 3) – New Construction or Conversion of Small Structures.

DS 20-196 (Turner): Consideration of a Final Design Study and associated Coastal Development Permit for the construction of a two-story, 1,800 square-foot single-family dwelling, inclusive of an attached garage on a vacant lot located at Mission Street 5 northwest of Santa Lucia Avenue in the Single-Family Residential (R-1) District. (APN 010-162-009)

 

CEQA Action: Staff recommends the project be found categorically exempt from CEQA pursuant to Section 15303 (Class 3) – New Construction or Conversion of Small Structures.

DS 20-373 (Black): Consideration of a Final Design Study and associated Coastal Development Permit for the demolition of an existing 1,114 s.f 1-story, single-family residence and garage and construction of a new 1,590 s.f., 2-story, single-family residence with a 210 s.f. detached garage located on Camino Real 2 southeast 11th Avenue in the Single-Family Residential (R-1) Zoning District.

 

CEQA Action: Staff recommends the project be foundcategorically exempt from CEQA pursuant to Section 15303 (Class 3) – New Construction or Conversion of Small Structures.

DS 20-205 and LM 20-290 (Rainey): Consideration of a Final Design Study, Lot Merger, and associated Coastal Development Permit for the demolition of an existing 1,752 square foot one-story single-family residence with detached garage and construction of a 2,868 square foot two-story single-family residence inclusive of a basement and attached garage located at Lincoln 5 southwest of 10th Avenue in the Single-Family Residential (R-1) Zoning District.

 

CEQA Action: Staff recommends the project be found categorically exempt from CEQA pursuant to Section 15303 (Class 3) – New Construction or Conversion of Small Structures.

DS 21-082 (Torru): Consideration of a Concept Design Study and Variance for the construction of a 270 square-foot single-story addition to an existing 1,330 square-foot single-story dwelling located at  11th Avenue, 2 northwest of Dolores Street in the Single-Family Residential (R-1) Zoning District. APN 010-158-010

 

CEQA Action: Staff recommends that acceptance of a Concept Design Study be found to be “not a project” pursuant to section 15378 of the CEQA Guidelines.  Acceptance of a Concept Design Study does not grant any permits or entitlements approving a project which would result in a direct or indirect physical change in the environment.

DS 20-339 (Takizawa): Consideration of a Concept Design Study for the construction of a 177 square-foot single-story addition to an existing 1,328 square-foot single-story dwelling and a 210 square-foot detached garage located on Casanova Street, 4 southeast of 9th Ave in the Single-Family Residential (R-1) Zoning District.

 

CEQA Action: Staff recommends that acceptance of a Concept Design Study be found to “not be a project” pursuant to section 15378 of the CEQA Guidelines.

UP 21-105 (Carmel Academy of Pampered Animals): Consideration of a Use Permit (UP 21-105, Carmel Academy of Pampered Animals) for the establishment of a Dog Day Care Facility (Kennel) located on Mission 2 northeast of 8th Avenue in an existing 3,087 square-foot commercial building in the Residential and Limited Commercial (RC) Zoning District.

 

CEQA Action: Staff recommends the project be found categorically exempt from CEQA pursuant to Section 15303 (Class 3) – New Construction or Conversion of Small Structures.
