SUBJECT:

Resolution 2023-036, authorizing the serving of alcohol on public property, and/or the erection of tents on public property for 1. Monterey County Vintners Winemakers' Celebration, and 2. Carmel Art Festival

 
RECOMMENDATION:

Adopt Resolution 2023-036, authorizing the serving of alcohol on public property, and/or the erection of tents on public property for 1. Monterey County Vintners Winemakers' Celebration, and 2. Carmel Art Festival.

BACKGROUND/SUMMARY:

For annual events, staff work with event organizers to incorporate improvements identified in the previous year's after action reports. No substantive changes have been proposed for the events that would require review and recommendation by the Community Activities Commission. Staff have been working with event organizers for the Monterey County Vintners Winemakers' Celebration and the Carmel Art Festival to complete their permit applications which have been approved. 

 

Monterey County Vintners Winemakers' Celebration

The 30th Annual Winemakers’ Celebration is an interactive event that features workshops, and wine tasting from local wineries paired with food from local restaurants.  This year’s event is scheduled to be held on Saturday, June 10, 2023 from 12:00 p.m. to 4:00 p.m. Dolores Street between Ocean and Seventh Avenues, Seventh Avenue between Dolores and San Carlos Streets The event also crosses the intersection of Seventh Avenue and Dolores Street, but will remain open to through traffic. 

 

Previously the event was held the first weekend in May. However, this year the event is proposing to move to June to bookend Carmel Culinary Week. In addition, last year the event was held in the footprint of the Farmers' Market and this year the event organizer is proposing to move the event back to its original location on Dolores Street and Seventh Avenue. 

 

Carmel Art Festival

The 29th Annual Carmel Art Festival is scheduled to take place from Friday, May 17 through Sunday, May 19, 2023. The event featuring exhibits from Carmel art galleries, a live sculpture demonstration, live music, a kids art program, and a VIP wine reception. The event will take place in Devendorf Park over the course of three days, and in addition to the VIP wine reception will include the erection of a 8 x 20 tents to house the art exhibits.

 

Because these events propose to serve alcohol on public property and/or the erect of tents on public property or some combination thereof, further approval is required by City Council as follows: 

 

  • Per Carmel Municipal Code section 9.20.020, it is unlawful for any person to drink any alcoholic beverage in or upon any public place within the City. The City Council may, however authorize exceptions to the code for specific events of limited duration by adopting a resolution. 

 

  • Per Carmel Municipal Code section 12.32.060, it is unlawful to construct or erect any tent upon any public property. The City Council may, however authorize exceptions to the code for specific events of limited duration by adopting a resolution. 

 

 

FISCAL IMPACT:

None for this action. 

PRIOR CITY COUNCIL ACTION:

These are annual events for which the Council routinely provides approval for street closures, the serving of alcohol, and/or the erection of tents on public property.
