The City utilizes a variety of consultants to augment its staffing capacity, especially to provide specialized services and has contracted with Joseph Systems to provide specialized support for complex IT projects. The City Administrator entered into an agreement with Joseph Systems for contract Computer Consulting services on August 9th, 2021 for a not to exceed cost of $23,008.70.
According to the Carmel-by-the-Sea Municipal Code, contracts exceeding $24,999 shall be entered into only by Council authorization. Amendment no. 1 was authorized by Council on March 1, 2022 increasing the amount of the contract by $5,832 for a not-to-exceed amount of $28,840.70. A second amendment was approved by Council on June 6, 2022 increasing the not-to-exceed amount by $10,000 for a not-to-exceed amount of $38,840.70.
The proposed recommendation for City Council consideration is to authorize the City Administrator to execute a second amendment to the existing agreement with Joseph Systems Inc. that will increase it by an additional $3,000 for a new not to exceed amount of $41,840.70 and a contract extension with an end date of June 30, 2023.
