Approve or deny the removal or one Monterey pine at Junipero Street 5 Northeast of Third Avenue (Tree Permit Application 22-104)

 
RECOMMENDATION:

 

Deny the removal of one Monterey pine, but approve pruning of the same at the Applicant’s expense. Should the removal be approved, require the replanting of one upper canopy tree at the Applicant’s expense.

BACKGROUND/SUMMARY:

 

Applicant Alison Falck submitted Tree Permit Application 22-104 (Attachment 1) to remove one Monterey pine (Tree #5) on private property. See Attachment 2 for photos.

 

The City Forester assessed the tree as having a moderate amount of deadwood that pruning would resolve. Otherwise, the Forester assessed the tree as being in relatively healthy condition.

 

Per Carmel Municipal Code Section 17.48.080, since the size of this lot is under 4,000 square feet, the Recommended Tree Density is three upper canopy trees and one lower canopy tree. The lot currently has one upper canopy tree (proposed for removal). There are eleven lower canopy trees on the private property. See Attachment 3 for the Site Map of the trees on the property.

 

The Applicant was notified of their opportunity to speak at the Public Hearing.

FISCAL IMPACT:

 

Should the tree be approved for removal or pruning, all costs will be at the Applicant’s expense. Should the Applicant be required to plant an upper canopy tree on the private property, the Applicant will pay the cost of the replacement tree.
