First Reading - Ordinance 2022-005 Amending Section 2.74.010(B) of the Carmel-by-the-Sea Municipal Code Related to Board Member Qualifications for the Historic Resources Board

 
RECOMMENDATION:

1. Request that the City Attorney read the title of Ordinance 2022-005. 

2. Motion to waive reading in full, and INTRODUCE Ordinance 2022-005 Amending Section 2.74.010(B) of the Carmel-by-the-Sea Municipal Code Related to Board Member Qualifications for the Historic Resources Board.

BACKGROUND/SUMMARY:

The Historic Resources Board consists of five members appointed by Council, with powers and duties to administer the City’s historic preservation program. At the October 4, 2022, Regular Meeting, City Council discussed options to amend the qualifications for members of the Historic Resources Board (HRB) in order to expand the pool of applicants and fill vacancies. The HRB has one (1) unfilled vacancy that has been challenging to fill based on the current City Code's requirements for applicants.

 

Council has directed staff to draft an Ordinance to amend City Code Chapter 2.74.010(B), to state that in the event that no resident with the requisite expertise can be found, the City shall allow up to two members of the HRB to reside outside of Carmel-by-the-Sea City limits, so long as they reside within Monterey County, and meet all other qualifications for HRB as stated in the municipal code. All HRB applicants must follow the usual protocols for submitting an application, interviewing with the ad hoc committee, and must demonstrate relevant knowledge or experience in a field related to historic preservation such as: architectural history, architecture, archaeology, anthropology, paleontology, architecture, historic architecture, local history, construction, planning, geography, landscape architecture, urban design, ethnography, fine arts, or real estate. A majority of the board (3 or more members) must at all times be residents of Carmel-by-the-Sea, and up to two (2) members may reside outside of City Limits within Monterey County.

 

Staff recommends that Council waive full reading, read by title only, and introduce Ordinance 2022-005, Amending Section 2.74.010(B) of the Carmel-by-the-Sea Municipal Code Related to Board Member Qualifications for the Historic Resources Board.

 

FISCAL IMPACT:
No direct fiscal impact for this item.
PRIOR CITY COUNCIL ACTION:
On June 1, 2021, Council adopted Ordinance 2021-001, Amending Sections 2.28.030, 2.28.060, 2.32.030, 2.36.030, 2.72.030, and 2.74.010 of the Carmel-by-the-Sea Municipal Code related to timing of Board and Commission appointments and updating the Community Activities Commission mission statement.
