SUBJECT:

Adopt Resolution 2022-079 authorizing the City Administrator to execute Amendment No. 2 to a Professional Services Agreement with Municipal Resource Group, LLC for a not-to-exceed amount of Forty-Six Thousand and Fifty Dollars ($46,050.00) and modify the scope of work, therein, by requiring additional services.

 
RECOMMENDATION:

Adopt Resolution 2022-079 authorizing the City Administrator to execute Amendment No. 2 to a Professional Services Agreement with Municipal Resource Group, LLC for a not-to-exceed amount of Forty-Six Thousand and Fifty Dollars ($46,050.00) and modify the scope of work, therein, by requiring additional services.

BACKGROUND/SUMMARY:

The City utilizes a variety of consultants to assist and facilitate the development of complex projects impacting the quality of life within the City, especially with projects that require significant experience and expertise scoping fundamental processes. The City Administrator entered into an agreement with Municipal Resource Group, LLC on May 24, 2022 for a not-to-exceed cost of Fifteen Thousand Dollars ($15,000) for a Public Works Assessment with an end date of June 30, 2023. In addition, Municipal Resource Group, LLC is providing project development services for the initial planning of a parking management program and initial data gathering and recommendations for an ambulance consolidation project and amendment no. 1 was approved during the July 13, 2022 Council meeting to increase the not-to-exceed amount to Thirty-Nine Thousand Hundred and Seventy-Five Dollars ($39,975.00).

 

City Council provided direction to staff to coordinate the facilitation for the City Administrator’s evaluation process. Over the last several years, MRG has facilitated this process and the City Council has selected MRG to facilitate the City Administrator's annual performance evaluation.  Due to the need for additional consulting services for the facilitation services for the City Administrator annual evaluation, the not-to-exceed amount will increase to Forty-Six Thousand and Fifty Dollars. 

 

According to the Carmel-by-the-Sea Municipal Code, contracts exceeding Twenty-Four Thousand Nine Hundred and Ninety-Nine Dollars ($24,999.000) shall be entered into only by Council authorization. The proposed recommendation for City Council consideration is to authorize the City Administrator to execute Amendment No. 2 to the existing agreement with Municipal Resource Group, LLC that will increase it by an additional Six Thousand and Seventy-Five Dollars ($6,075.00) for a new not-to-exceed amount of Forty-Six Thousand and Fifty Dollars ($46,050.00) with an end date of June 30, 2023.

FISCAL IMPACT:

The $6,075.00 is budgeted in the City Administration (101-111-10-42001) FY 22/23 operating budget.
