SUBJECT:

Resolution 2020-051 authorizing the City Administrator to make technical corrections as necessary and execute a two-year professional services agreement with an option to renew for one additional year, with Alliant Insurance Services, Inc. for risk management services for an amount not to exceed $30,000 over the two-year period

 
RECOMMENDATION:

Adopt Resolution 2020-051 authorizing the City Administrator to make technical corrections as necessary and execute a two-year professional services agreement with an option to renew for one additional year, with Alliant Insurance Services, Inc. for risk management services for an amount not to exceed $30,000 over the two-year period.

BACKGROUND/SUMMARY:

City staff recognizes the importance of workplace safety and has been working to address the City’s outdated safety programs and realized additional resources are needed to accomplish this two-year project.

    

The City of Carmel-by-the-Sea is a member of PRISM, formerly known as CSAC Excess Insurance Authority (EIA) that provides a broad range of insurance and self-insurance programs such as General Liability, Excess Worker’s Compensation, Property to Cyber coverage for the City.  In addition, it provides various risk management services and subsidies the City can participate to enhance the City’s program and create efficiencies through their contracted third-party Alliant Insurance Services. 

 

The goal of this project is for City staff and Alliant Risk Consulting to work together and collaborate on the following:

 

·         Assess the Current Status of Safety Programs

·         Enhance Cal/OSHA Compliance

 

The partnership between the City and Alliant Risk Consulting would identify the gaps in the City’s safety programs, safety training, and documentation.  As a client of PRISM, a request has been submitted and approved a subsidy in the amount of $30,000 for the two-year project.  The City would pay the consultant (Alliant Risk Services) directly and the City would be reimbursed through PRISM’s subsidy fund up to $30,000.    

 

Workplace safety in this current environment is a priority and the City will continue to seek to eliminate or reduce risks and protect our most valuable asset – its employees. 

 

FISCAL IMPACT:

The risk management consulting services costs ($15,000) is not budgeted in FY 20/21 operating budget.  The Director of Budget and Contracts will be requesting the Human Resources budget adjustment at the mid-year presentation to City Council and the City will be reimbursed by PRISM in an amount not to exceed $15,000 in Year 1.
