SUBJECT:

Resolution 2020-049 authorizing the City Administrator to execute an agreement with Municipal Resources Group (MRG) LLC for facilitated evaluation services for City Administrator in an amount not to exceed $8,000.

 
RECOMMENDATION:

Adopt Resolution 2020-049 authorizing the City Administrator to execute an agreement with Municipal Resources Group (MRG) LLC for facilitated evaluation services for City Administrator in an amount not to exceed $8,000.

BACKGROUND/SUMMARY:

The City Council recognizes the important task of an elected official is the annual review of the appointed official.  The results of these evaluations are crucial to organizational success and achieving the Council’s vision and goals.

 

At the February 2, 2016 Council Meeting, the Council approved the recommendation to research facilitated management service firms and solicit proposals for facilitated evaluations services and appointed former Council Member Beach and Theis as the subcommittee.  On March 25 2016, a request for proposal (RFP) was sent to numerous vendors seeking qualified firms to facilitate the Carmel City Council’s annual performance reviews of its City Administrator and its City Attorney.  

 

In 2016, the Council subcommittee received four proposals ranging from $9,900 to $26,500 and reviewed the proposals in depth. Then, two vendors were interviewed and thorough reference checks were completed.   Municipal Resource Group (MRG) LLC was recommended based on their expertise in conducting chief appointed official evaluations for cities, counties, and school districts, most recently for the cities of Los Altos, Palo Alto, Roseville, Walnut Creek, Salinas, Manhattan Beach, San Luis Obispo, Sunnyvale, Lincoln, and Lathrop. MRG completed Mr. Rerig’s first employee evaluation in November 2016.

 

In 2018, the City Council agreed to solicit proposals for facilitated evaluation services and selected Municipal Resource Group (MRG) due to cost and the consultant’s familiarity of the process and City Council. 

 

In 2019, the City Council temporarily deferred the City Administrator’s annual evaluation due to new Council Members.  The City Council strives for continued success throughout the organization and community through these unprecedented times and is moving forward with Mr. Rerig’s annual evaluation.  On behalf of City Council, Chip Rerig solicited proposals and two (2) proposals were submitted that ranged from $7,700 to $15,000.  The City Council has selected MRG for the facilitated service based due to cost and their knowledge of the City and successful previous experiences. 

 

If agreement is approved, the annual review process will begin immediately for the City Administrator.

FISCAL IMPACT:
The facilitation service costs (not to exceed $8,000) for the City Administrator annual evaluation is not budgeted in FY 20/21 operating budget.  The Director of Budget and Contracts will be requesting the budget adjustment at the mid-year presentation to City Council.
PRIOR CITY COUNCIL ACTION:

Resolution No. 2016-083: A resolution of the City Council of the City of Carmel-by-the-Sea authorizing the City Administrator to execute an agreement with Municipal Resources Group LLC for facilitated evaluation services for City Administrator and City Attorney in an amount not to exceed $15,000.
