| | | | | | | | BACKGROUND/SUMMARY: |
S. Davis visited Perry Newberry Street 2 SW of Fourth Avenue upon request of a contractor to approve installation of required tree protection. Upon reaching the site, she discovered roots in piles of construction debris, construction materials in the drip lines of trees, and a large trench within six feet of a City tree. Extensive excavation and erection of concrete forms were present. A Stop Work Order was issued noting violations of Municipal Code and policies in addition to not having received an approved building permit. Instruction was given to remove the construction debris and materials from driplines.
The site has a front set-back oak and a public-right-of-way Monterey pine. The severed roots found at the site have an appearance consistent with pine roots. The Monterey pine is expected to live, however, bark and engraver beetles are present in the area. Due to the stress of root removal, the pine is more likely to become infested with beetles speeding up the decline of the tree.
The appraised value of the pine is $4,500.
